The judging panel for Excellence in Construction Awards Malta comprises international industry experts with backgrounds in the construction sector practice and academia.

 

The judges, affiliated with several international institutions related to the construction industry, bring a wealth of knowledge from professional and volunteering experiences around the world. The judging process has been developed to follow a set of comprehensive criteria, ensuring a rigorous and unbiased approach to awarding deserving participants.

With diverse global experience and extensive industry knowledge, our industry experts bring integrity and rigor to the selection process, and are committed to recognising excellence across all categories.

Judge

Adrian Biesaga

Adrian is a qualified BREEAM Assessor and a member of the Royal Institution of Chartered Surveyors (RICS), as well as the Polish Chamber of Civil Engineers. He is a Fellow of the Institution of Civil Engineers (ICE) and serves as the ICE Representative for Poland. Adrian has been involved in numerous civil, infrastructure, and industrial projects in both the UK and Poland. His career has progressed from engineering roles through management and entrepreneurship, and he now serves as Co-Managing Director of Garbe Poland Industrial Real Estate.

Alexandre Kounitzky

Alexandre Kounitzky holds an MSc in Mechanical Engineering from ETH Zurich and an Executive MBA from the University of St. Gallen. He is the Managing Director of A. Cavegn AG, specializing in international executive search and management consulting. A member of the Swiss Society of Engineers and Architects (SIA), he serves on the Executive Council of the World Federation of Engineering Organizations (WFEO). Additionally, Alexandre is a Past-President and Member of the Swiss National Committee ENGINEERS EUROPE and the Society of Industrial Engineers, showcasing his commitment to the engineering profession.

Amit Oberoi

Amit was appointed Executive Chairman of the Considerate Constructors Scheme in March 2023. Amit has over 20 years of experience in Global Risk Management, including leadership roles across many sectors such as construction, technology, management consulting and national authorities. He has also worked across multiple markets with governments on high profile transformation and infrastructure projects. In 2016, Amit established a Digital Healthcare Company which focuses on improving personal resilience and health.

Enrique Huertas Garcia

Enrique is the CEO of Colin Buchanan Consultores Ltd. and is the Representative of the Institution of Civil Engineers (ICE) in Spain since 2019. He is a dedicated consultant in sustainable transport and mobility, and helps Spanish contractors to enhance their infrastructure projects during construction with digital twin simulation models, to prevent negative impacts on traffic, public transport and public spaces. He also lectures traffic and transport engineering at architecture and civil engineering universities in Madrid.

Kevin Underwood

Kevin is a dynamic and creative leader with global sensibilities and works with eminent clients as Global Head of Hospitality and Planning and Design Lead in EMEA at HKS, one of the world’s leading hospitality design firms. A master planner and designer, Kevin has over 30 years of experience in planning, design and management of projects from a wide ranging portfolio globally. He drives HKS’s dynamic and creative approach, championing innovations and cutting-edge solutions to create enduring designs that offer measurable real estate returns.

Nigel Ostime

Nigel is a chartered architect with over 30 years’ experience, during which he has designed and delivered projects in the aviation, industrial, commercial and  residential sectors. He divides his time between Hawkins\Brown, an internationally renowned practice, and his own company, Ostime Consulting, which provides B2B services to other practices in project and practice management. He has written a number of books for the RIBA and has led ground-breaking R&D programmes on digital technology and modern methods of construction.

Noel McKee

Noel has over 43 years’ experience within construction and currently runs his own company, NVM Consulting representing his construction company clients in business development roles. Noel is currently a Trustee of the Chartered Institute of Building (CIOB) and has been an active member and held many CIOB roles since 1997. Noel is also a Board member of the Construction Industry Training Board in Northern Ireland.

Prof. Roger Flanagan

Roger is an academic and a practitioner, previously a member of the Board of Directors of construction companies and consulting firms. He has extensive experience of working in several countries and served on a number of government advisory panels. Roger is a Past-President of the Chartered Institute of Building (CIOB) and has been a judge for various construction awards in Hong Kong, Sweden, Denmark, UK, Malaysia, Australia, and Norway. He has also authored books and reports on various construction related topics.

Dr. Shaun Lundy

Shaun is a Chartered Safety and Health Practitioner and Chartered Building Engineer with over 25 years of experience in health, safety and fire risk management. He is the Quality Assurance and Strategy Director at Tetra Consulting, a visiting academic at the University of Greenwich and Middlesex, and also an external examiner at the University of Malta. Shaun is actively working with The Property Institute and the Building Safety Alliance on the impacts of emerging legislation on Building Safety. Shaun is currently Vice-Chair of the Institution of Occupational Safety and Health (IOSH) Construction Group Committee.

Prof. Rebecca Dalli Gonzi

Rebecca is a registered and certified architect and civil engineer (Perit) by the Chamber of Architects, Malta and a chartered member of the Royal Institute of British Architects (RIBA), UK. She currently heads the Department for Construction and Property Management at the University of Malta. She has contributed to project management publications, most notably the International Project Management handbook in partnership with Wittenborg University of Applied Sciences in the Netherlands. She created The DALI Model, a tool for risk management and decision-making during fast organisational transformation processes.
